I have opted to get a product from one of the payumoney merchant and unfortunately the product is not delivered yet while the payment is done on 12th-aug and merchant amount got settled by 14th-aug 2017 itself. While i try to contact merchant his number is switched off and payumoney says i have to contact merchant. Need help on this subject

Updated by Sidhartha Velpuri Response from your care team is as below - They wanted me to contact bank and raise a fraud transaction complaint . How does that work when Payumoney has settled the money to seller ?
