PayUMoney — Fraud Merchant gateway

This is wrt to reference no. 48463935 of transactions INR 38321.91 & 42485.48 has been executed through my credit card ( 5243********7675 ) using Otp on call as I was trying to book a holiday package. But the miscreants routed the funds to some other accounts and disappeared. I tried to open a chargeback dispute of a fraud merchant but the bank denied the dispute telling that Otp was used, As per Rbi directive even an Otp is used if the proof of delivery of service is not provided by the merchant funds can be pulled back.

This is with reference to the dispute against the below transaction on your RBL Bank ShopriteCard XXXX XX75.

Hi, we are really sorry about this and totally understand your concern over here. We'd suggest you to raise this immediately to the Cyber Cell office and they shall assist you further.
Please note, that all transactions processed through PayU payment gateway are processed with a Two-factor authentication mechanism. All the transaction/s are processed only after the 2nd-factor confirmation like OTP/PIN/Online password from the customer’s end. Also, there is very less probability of stopping/reversing such transactions. Never share your card number, CVV, PIN, OTP, Internet Banking User ID & Password and UPI details with anyone via any means. Sharing these details can lead to unauthorized access to your account and PayU will not be liable for any loss arising due to any such unauthorized transaction/s. In this unforeseen situation if you need the details of the transaction/s or want this to be investigated further, please raise your query to the nearest Cyber cell office and they shall facilitate you on the further process.

Cybercell says card issuing bank first should raise service not received dispute with payu. But Rbl showing banking policies and not going ahead with charge back.
