PayUMoney — Service not provided

Hi,
I want to raise a complaint for an order which I had placed on 28th Dec to merchant Shopdarsh.

It was an online purchase for which payment was done through Payu. I have still not received my order and The link is not working anymore. I tried writing a mail to the merchant but there was no response on the e mail either.
This looks like a fraudulent transaction.

Can you please help on this / advice how to proceed so I can get the money refunded.
