PCMC — 0.05% Fees charges for Property Transfer (First time Buyer)

Dear team,
In October 2023, I had created draft application for property transfer from Builder to Myself, which should be treated as first time transfer. But I had not submitted the application.
Now, in Oct 2025, I received text communication from PCMC, that the application will be discarded on 31st Oct. 2025, so I logged in to the portal where I could see payment link (0.05% - Rs. 18, 975.00) which should not be charges according to "Tax/ Main/09/KAVI/384/2024", but I made the payment considering the text communication.

So, I contacted the help line - [protected], where I was directed to submit an application for cancellation and refund of the charges paid.

Submitted application to GAT Pramukh - T[protected], but the officials said that the refund won't be possible, and they will forward the application to head office.
