PCMC — Delayed and non-communicative development

This in regards to siddhivinayak developer's project"nilay". The said developer is supposed to handover the flats to respective owner in the month of december 2016, possession is still delayed.
As per the project's plan some facilities he promised to the customers, which is missing and now no where seen on project.
The developer started another building construction in front of b - wing, which is not intimated to the customers. There is no communication by email or post nor on call.
The new building construction is blocking the natural right and constitutional right of customers who will be resident of b - wing in future.
Kindly, provide a satisfactory resolution to the problem as the customers don't want to indulge into a legal proceedings.
