PCMC — Its so fun chasing dogs at 1 am in the morning

Hello again!!
i just wanted to let everyone know how fun it is when i am chasing dogs away at 1 am in the morning.
its no big deal, i just have my university end sem exams from monday onwards and here i am at 1 am monday morning chasing away dogs who bark all night long.
its so fun living in pcmc where i get to experience staying up late at night and hear the dog's orchestra all night long.
guess i will just stay awake all night long because university exams are not that important anyways right!! letting dogs bark and ### all night to give birth to puppies who will bark for the next 10 years is more important anyways.
and what will happen when pcmc doesnt do ### about this??
well, the dogs will increase tenfold in number and then pcmc will say they cannot do anything because the law forbids them to do anything to dogs,
how convenient! apparently the law doesnt apply when it is pcmc's responsibility to neuter dogs. but when the dogs population skyrockets, when they bark all night long, when they chase scooters and cars, the law does not apply!!
i do not care what the law says, the law states that dogs have to be neutered. they are not. i see dozens of puppies in the area. mind telling me exactly what you have been neutering pcmc??
i started writing at 1 am, it is 1:30 am right now, and i am just tired. i just want to sleep. but i should know better. my sleep is not as important as a stray dog's right to bark all night. i might literally fluke tomorrow's exam.
i am GENUINEly, honestly so tired right now. i just want to sleep. i just want a good night's sleep and wake up feeling fresh and refreshed. i do not know how much more of this i can take. my plan was to wake up early and study in the morning. but we both know i cannot do that now.

i really hate this country, this state, this locality and this corporation.
it costs little to empathize with someone. this is probably my 15th complaint on this FORUM. i do not even know if someone is reading this. i do not care.
this country has really let me down in the worst way possible. i feel ashamed to be an indian. imagine that, i cannot even get a good night's rest. just imagine. what a ###ing joke.
