PCMC — Name change

I approached PCMC thergaon to remove my husband's name from property tax and just keep mine now as he is expired on 17th May due to COVID. Although my name is already there as we have joint account, but that guy was asking for succession certificate. Kindly help me as there is no nominee on our aggreement and I have 1.5years daughter as well.
