PCMC — Property transfer charges for purchase before 2022

Last year around April, when I went to get my property transferred into my name, I was in a rude shock knowing about the fees hike. I purchased the property in 2021 and put my life’s savings in purchasing it. I had no money to pay the exorbitant amount requested by the official. I came back from the office without getting the work done. Today, in 2023 also, I have not been able to save any money for paying the transfer fees. My question is simple - why is it applicable to people who purchased the property before the new rule came into existence? I did not make any provision towards the transfer charges and have no way now to pay it too. I seriously need help from someone higher up in the department .
