PhonePe — amount debited but not received by merchant

I did a recharge of jio of amount 444, the money got deducted and the transaction was successful but the recharge didn't happen. Jio customer care denied receiving any money. Sbi customer care is also telling to contact phonepe, phonepe is insisting that there is no problem from their side.
They told me to wait for 30 days and now they are telling that they contacted the bank and the money was successfully transferred.
They told me to initiate a chargeback and file a complaint at cms sbi.

I tried mailing sbi customer care and no response, i tried complaining at cms and it is not giving me a ticket no. Their customer care are of no use, they are blaming it on phonepe, phonepe is blaming it on the bank and it's been more than 24 days and still no sign of my money.
