PhonePe — amount debited from senders bank account and credited to receiver and auto debited again from receivers account

I transferred a sum of Rs 30800 from my sbi account to uco bank and it got credited and auto debited at the same time, phonepe customer care is not helping and asking to contact bank and sender bank is saying as transaction is done through third party so we cannot track.Its been 2 weeks money still not credited to receivers account and not refunded to my bank account as well. It’s difficult to trust phonepe after this incident because now they are not helping at all instead they are putting blame on bank. Please help.
