PhonePe — amount deducted from my bank account but the beneficiary didn't receive the amount.

I've made a transaction through phone pe on 10th july 2019, amount of rs 944 has been deducted from my account but the beneficiary hasn't received the amount yet, so he is denying to do the service, when i contacted the bank officials, they are saying that as the transaction is successful, we couldn't raise a charge back so please contact your merchant.
