PhonePe — amount got debited from my account but not credited to the receiver even though the transaction is successful

I have transferred 5000₹ from sbi to axis bank., its been 3 days payment not credited or not refunded. Phonepe not helping they are keep saying money credited to beneficiary bank. Beneficiary bank says they are not aware of any credit of money. Sender bank says as it is third party upi app payment they cant track it. I’m kind of stuck here. Whats the procedure for getting refund, where should i complaint to get my money back?
