PhonePe — Deducted Payment

I have made the payment to merchant through PhonePe the amount got deducted from my account but the merchant has not received the payment and neither the amount has been deposited back to my account.
This is the second time i am facing the same issue and have not received any support from PhonePe or my bank HDFC
