PhonePe — fraud transaction on phonepe link

This is to inform you that somebody was sent a link for pay transaction, then but that link should be receiving link, after completing the transaction, 2000 rupees has debited from my account. It should not be happened as per that person comments. Again he has sent another link where he mentioned for again transaction of 500 rupees it will be refundable. Refundable means all transactions link 2000+500=2500 rupees. After transaction i dint received any credit from him.
Please help me to recover my loss from transaction.

PhonePe UPI transaction ID[protected]. Amount debited from sender bank account at 17:12 of 09/05/2019 but not credited to receiver bank account till time of writing this complaint i.e. 21:10 of 10/05/2019. Please help!
