PhonePe — I do fee payment amount is deducted from my bank account but not credited to merchant

Sir i do my fees payment through phone pe on 13 jan 2020 nearly at 9:00 am. The amount of rupees 1950 had been deducted from my bank account but not credited to the merchant hence my fees is not payed. The transaction id is ihdfe95cd74947da40b0abb9abcc70dd573f. I call the sbi customer care but said this is third party app and contact to the site from where you do payment. So please resolve this issue. Last date for fees payment is tommorow and i have to resolve this.. Please help me
