PhonePe — i transferred 15300, my amount deducted, transaction successful, but not received by the receiver!

I transferred 15300₹ on 02oct2019 to another bank account by phone pe upi, my amount got deducted, phone or is saying transaction successful, but amount not recieved by the receiver. I contacted to both sender and receiver's bank and phonepe everyone is referring to each other. No one helping,
