PhonePe — Money deducted but not credited to merchant's account

I have made a payment on 8th January 2021 from phonepay to boat of rupees 2499/- . Money deducted and showed successful in the phonepay app but according to merchant they didn't received any money and the transaction was failed.So i ask for refund.Merchant denied as he didn't get any amount. Bank denied to help as payment made from third party app Phonepay. So they told me that only phonepay can help you.Its more than one month every body is only manupulating but not giving any resolution.Phone pay made fake promise by saying that i will get refund within 1 day. Its been more than a week no money i got credited in my account.
