PhonePe — Money has been debited but the payment is failed

While, I was transferring a money through a BarCode to a restaurant, suddenly the payment has been failed and amount has been debited, but the owner didnt get the money to his account and not showing in my wallet also. Its been done before 2 days. For a normal person, he has to use that money for somewhere for his personal purpose.Till now money has not refunded.
