PhonePe — phonepe charges extra rs. 3 for every online recharge and payments

Address:Kankurgachi Municipal Market (VIP), Kadapara, Phool Bagan, Kankurgachi, Kolkata, West Bengal 700054, Kolkata, West Bengal, 700130

I did a recharge rs. 10 on 30.09.2019. Then i saw 13 rupees debited from my account. And then i recharge rs. 129 and i saw rs. 132 debited from my account. Every time phonepe charges rs. 3 extra.
Phonepe t&c said extra charges not applied on any transaction
Please resolve my issue as soon as possible and refund my money and stop this type of extra charges.
