PhonePe — transaction failure but money not refund

Hi,
I have paid rbl credit card payment through phoepe using upi by 31st october 2019 amount 11401.00. I got two message one successfull and than failure. But money already deducted from my account. Than i have paid credit card payment again from direct rbl site. Please revert my amount asap. Already 8 days gone. My transaction id :

I made a UPI payment for which UTR number also generated. The money got debited in my account but the same has not been credited to receiver's account.
