The reply from bill desk is given bellow,
They have checked and found that the said transaction was a failure transaction and they did not receive fund for the same. In this regard, customer need to talk with his bank to get a refund if it is not already refunded.

Regarding your recent transaction, Ticket No:[protected], please note that as per the confirmation that we have received from your bank, the amount of ₹ 3132 which was debited for the transaction ID: P2008072129132016693756 should have been reversed to your bank account by now.
Kindly check your bank statement against the UTR number for a confirmation of the credit.
You can find the UTR for the transaction in the PhonePe App by going to the transaction page and clicking on the relevant transaction.
Note: It usually takes 3-5 days for the amount to reflect in your bank account.
