PMC — stray dogs barking

I have been living in lane-1, omkareshwar society, sahakarnagar-1 since jan-2015 and the stray dogs here are becoming a real menace since past 1.5 years. There are at least 5-6 dogs and they bark at each and every person, bike, car or another dog that passes through lane-1. This increases as the night falls and most of the times continues till early morning. If this wasn't enough, they defecate right in front of our house gates which creates a lot of stink and provides a conducive environment for diseases. Moreover, there is some ngo which provides them food daily. Not sure if this complaint will yeild any results, still being optimistic and hopeful for a positive turnaround.
