Pmpml Pune — Against conductor and checker

My self shubham kadam... My brother gave the money for ticket but conductor working there taken money & said to my brother wait for some time l will give you ticket but he didn't..and suddenly checker came and at that instant my brother hasn't ticket..he refused to them give penalty but checker threatened him and taken money from brother..Is this way to behave with person who do not dare to talk...I am sending receipt of penalty.. Take necessary actions against conductor and also on checker
