Pune Municipal Corporation — money deducted but not received to receiver

I send 10000 rupees to my frnds account but my transaction is still showing pending transaction and money is deducted from my account but haven't received to the beneficiary. I want my money back or should be received to the beneficiary.. It is very urgent and i dont have another 10000 rupees to send it again... I want refund aur transaction successful

There are about 15 dogs which bark everyday night from 1 am to 4 am. The noise is so loud that babies get disturbed. Request you to take action ASAP. It's scary and frustrating. One needs to get good sleep but this is kind of human rights violation. Please help!!
