Pune Traffic Police — Misuse of powers conferred by Govt AND asking cash instead of raising challan

Ref - Challan No. PNCCM[protected] DTD[protected] @ 15.07 pm FOR VEHICLE MH-09-FB-6922

I would like to bring it to your notice that, On[protected] around 4.00 pm we rushed to Deenanath Hospital to take our child to Pediatric Orthopaedics Specialist Dr. Ashish Ranade Sir, as our child was having severe pain in his shoulder and was shivering through fever from morning. For this you may check with his school(Caelum High) infirmary department for his pain history.
But we got 2-3 mins late and we missed Ranade Sirs appointment, then in ER2 of DMH we were asked to consult. I left my mother who is little less literate to check with hospital formalities, but can take care of my Child Nilabh. I searched for parking at Hospital, but unfortunately it was full. Then I parked my vehicle outside the hospital, taking precaution that it should not be obstacle to any vehicle entering or exiting hospital. Even when I parked my vehicle there were many vehicles in line to my Car, and the board of (No-Parking) which was tilted forward, was not visible when I parked my car.

I got my child inspected in ER2 of DMH, there we were informed to get the opinion of Dr. Samidha Parab in the absence of Dr. Ashish Ranade, We have attached her OP Progess notes(Date-Time :[protected].47.26 printed clearly) in this mail FYR.

After consultation and little bit relief, we came out near our car, and saw that our Car's Front Right Tire was locked by RTO. We searched here and there to find them, as there was no clue instantly left by RTO people to contact them, if they would have raised challan, then we could have tracked the police chowky online as we did last time with challan number - PNCCT[protected] near Katraj Chowk and we paid against the same with Receipt No. - PNCRE[protected]. AND got our car released from RTO.

You may check our history that as and when some mistake has happened with our vehicle, we have paid immediately without keeping the matter pending.

In today's case,
1. We completed with our OPD with Drs. Samidha at 4.47.26 PM.
2. We came out of Hospital and noted our vehicle locked by RTO at 4.53PM, we called to number mentioned on Driver Window - [protected], s/he asked about our vehicle details, I informed and in few minutes a person in red T-Shirt came near our car and asked us that RTO madam Mrs. Afroz Dastgir Pathan, is calling us to the Towing Vehicle in which Madam was sitting and negotiating with other people like us, all people were begging to her, and she was negotiating for cash payment instead of raising challan at its original price mentioned by RTO.
3. When it was my turn, I was really very much frustrated due to my Child's health and waiting period outside the car due to locked vehicle. I was asked to pay in cash, but I asked them to help people instead of just penalizing them with challans. DMH is helping people to heal with their illnesses with a noble cause, and some one who is genuinely in hurry due to medical emergencies, but both officers were only busy in picking up vehicles and negotiating for challan amount in cash(Bribe). I told them that why they didnt raised challan till this much time, and there are other vehicles standing just in front of Hospital gate and actually obstructing other entrant or exiting vehicles. She was saying that managing that traffic is not their work, its municipal corporation's work. Is it really so...? At such a biggest and humanly genuine hospital where every day around 1000s of people visit, managing traffic over there is PMCs work?

We requested them, instead of just penalizing and taking bribe hence through it, please educate people.

4. Meanwhile this discussion, RTO helper asked other vehicles to go from there and left our only vehicle there to make a false evidence video showing that our only vehicle was there in that zone. Then he(a Helper) suggested RTO that put charge on court on us, so that we can't dare to fight for right justice further. I was asking madam to take the challan amount through my HDFC debit card, which you can verify, if you find some CCTV out over there. But she refused to take payment through it as I denied her to pay in cash which was meant to be go to her personal pocket somehow. If she was really genuine then she should have raised challan as soon as she found vehicle in No-Parking Zone.

5. After this misusing her RTO power, madam told us that "atta mara courtachya chakkara, mag kalel tumhala"(Now go and take rounds of court then we will get some lesson). I think when I was ready to pay fine for an unknown offense in an medical emergency situation, then to escalating the matter to court and making our joke along with her helper, was an embarrassing situation for us, by the use of her powers given to her by Government for smooth traffic management.

We have attached all the photos and videos, where
1. they both are making our jokes(You may see them laughing at us, helper is laughing at my mother and child sitting inside the car, and madam on me), When I was taking the video evidence, the helper was like, take my photo, take my video; which shows that he was under the misuse of his seniors power.
2. There are other vehicles in the same line on which they negotiated for cash instead of raising challan
3. Madam calling us(common people) to towing van for negotiation, which itself is parked in No-Parking zone.
4. No RTO was managing traffic in front of main gate of hospital, though there were 2 officers, who were greedy in just penalizing and frightening people with their powers.
5. No-Parking board is not visible properly, which you can see in the photo clicked by RTO itself too.
6. OP Progress Note and time stamp of call done to RTO.
