Pune Traffic Police — Number plate with minute numbers and tinned glass

I saw a vehicle today while coming back to home with the number plate having very small numbers which is not visible also the glass is Tinned and was driving rough and in speedy manner. When I checked on Vahan application got to know that the insurance is also expired.

The vehicle number is MH12LJ1309

Are the rules for those people who follow meticulously and these people roam around freely and violating the rules. Let's see if any action to be done.
