Pune Traffic Police — PM CCIC has passed resolution to permit free movement for vehicle taking a left turn but still public are charged by RTO

PMC CIC(City Improvement Committee) has passed a resolution to permit free movement for vehicle taking a left turn but still public are charged by RTO for violating the law.I have been charged for the same and when i informed the same to traffic police - he says that there is no such resoltion passed and ask me to show the same.I wan in hurry so didnt look in to it.
Please confirm whether we can take free left turn or not on the signal intersection.
