The Sahspur, Dehradun branch of PNB excuses for opening my bank account.They say NO to open my account..as I am student of class 12th I have to fill a form of medical entrance exams which require a bank account..So I request you to open my account kindly..Please understand my condition and help me ..Please

I was booking tatkal ticket using pnb net banking. Payment was made but it was not redirected to irctc website. Amount was deducted even then my booking was not done because of sluggish work by pnb website. Atleast pnb should have refunded the money back immediately to my account when ticket was not booked so that i could have tried again.
