Punjab National Bank [PNB] — fastag sticker not delivered after 3 months of applying

Sir, i had applied for pnb fastag in the month of november 2019. My fastag id had been generated on 24 december 2019. But i have not received fastag sticker till today dated 14 march 2020. After many emails, calls to pnb fastag customer care, no fruitful response. I am feeling myself cheated. Now, i want refund of rs 400 paid for pnb fastag.
My fastag reference number is a11478
