Punjab National Bank [PNB] — not able to open rd online

Address:Hyderabad, Andhra Pradesh, 500075

I'm not able to see Open/Close Accounts option in my internet banking home page. and because of this reason, I'm not able to open recurring account. Please try to find the reason behind this issue and get it resolved as soon as possible. I already contacted to the helpline number and they asked me to raise a complaint over here. I'm attaching the issue related pictures below.

Amount of RS. 2500/- debited from Ac & cash not received when used my debit card in the morning @ 8:43 AM at PNB ATM at Maranda Tehsil Palampur Distt Kangra. ATm ID is N3474800. Kindly solve my problem & reverse my Amount.
