Punjab National Bank [PNB] — Regarding deduction of 10020 from account no [protected]

My sister in law tried to withdraw 10000 from with my ATM card from Indian Overseas Bank ATM Chandigarh on 20/1/2017 and amount was deducted from my above bank account but cash was not dispense by ATM because widhdrawl limit exceeds(10000 widhdrawn on 17/1/2017 and 10000 withdrawn on 19/1/2017). 10020 is still not get refunded to me. Pls reimburse the amount.

if any EMERGENCY it will be difficult to LOCATE THE HOSPITALS
