Punjab National Bank [PNB] — Upi transaction failed but money deducted

My name is kundan kumar and I had ordered mobile phone of Rs. 16974 in amazon on 16 September 2021. Upi transaction failled but money deducted from account. And on[protected] amazon initiated the amount to my card but I still didn't get the money. Amazon sent this refund reference number SPOPIU7X0000KSM8DTPI
And told me to fill charge dispute form but Punjab national bank doesn't have such policy so please kindly respond to to this complaint it's very urgent. My account no is [protected]. IFSC CODE PUNB0157100
