I have not recd my mba 3rd and 4th semester certificate. Since last 5 years. I have tried many a times but there was not response

Kindly requested to solve my issue...
Worst university i was not aware of such issues. I am working thats is why done from such university. Ihave talked to the institute head but he has not given me any response even i have paid the fees on time...
Plz resolve my issue...
