Quantum University — action against private universities selling fake degrees in himachal pradesh | |
The education minister of himachal pradesh, suresh bhardwaj has stated that strict action will be taken against any private university which is found selling fake degree certificates. While speaking in the state assembly the minister pointed out that the university grants commission had received a complaint stating that the 18 private universities among which two universities are from himachal pradesh were selling fake degrees. The minister further added that the principal secretary of education has forwarded the letter to the himachal pradesh private institutions regulatory commission for an inquiry. Mr. Bhardwaj also added that no evidence has been provided in the letter and the state police are looking into the matter. The commission, he added has asked for some records from the universities and a complaint has also been made to the director-general of police. The minister stated that strict action will be taken against universities if found selling fake degrees. The opposition leader, mukesh agnihotri who had raised the question against the five lakh fake degrees issued by two universities in the state in the question hour at the assembly had also pointed out that there were reports about the involvement of two private universities of himachal pradesh in a scam of selling fake degrees. According to media reports, the abvp locked down the himachal pradesh private educational institutions regulatory commission (Hppeirc) in protest against the five lakh fake degree certificates issued by the two private universities in the state and the inaction by the hppeirc. As my said complaint was forwarded to DSP office Rohtak so yesterday i.e. 9.08.2022 I was asked by DSP Rhtak to report at DSP Ofiice at 10 AM on 10.08.2022 through phone no.[protected] and I was there at 10 AM. Again I was asked to give my statement instead of calling the accuseds statement. The the behavior of the officer on duty and 2nd one came was so rude that they were not ready to listen the facts but only want the again and again written statement from me just to harrash me.
Sir, All my statements and proofs of the entire matter is available in file of my complaint dt. 11.12.2016 as well as FIR No. 283 dt 19.10.2018 by civil lines Rohtak. I donot think that after having the following proffs the police of the rank of DSP should require any more statement to investigate the matter instead of calling the accused persons. The documents submitted to the police are not only sufficient to take immediate action but if the police would have honestly investigated the matter against my complaint dt 11.12.2016 ten FIR under the various criminal charges have not been loadged against this group of criminal activities and the amount of thousands of crore to be saved has been looted by this group after my complaint of the government of India as well as the students and many people of the country. Your police made compromise with these criminal with some amount of money or pressshor of the higher authorities and due to which thousands of innocent students have been looted by these criminals and spoiled their life. To under stand the facts an HONEST Officer is required which I think Haryana Police donot have as I am requesting for the deputation of an honest officer at least for one day to know the accutal facts that how the country is being looted by the criminals with the help of some corrupt police officers.
The facts of my case are as under and I don’t think that an honest officer will take more time to take action against these criminals and the corrupt police officers.
1.. Complaint copy along with the Final year mark sheets copy snached by Joginder Dalal at Sandeep Chahal Residents has beeonsubmitted to Model town chocky as well as SSp Rohtak available in file.
2. Copy of the mail along the the attachment of the marksheets ( Snached by Joginder Dalal) along with the audio recording the vice copy and writeen version from 6.12.2016 to 10.12.2016 submitted to the police and must be available in records of police.
3. Copy of the records showing that Sandeep Chahal and Sarita Kawatsara have started a pvt. Ltd. Registered company as joint directors on the name of OK Edu Solutions pvt. Ltd. In March 2013 and were working for sohibit universities and OPJS university and this compny was in existence till 2020.
4. 9 more pvt. Ltd. companies were registered by Joginder Dalal and Sarits Kawatsara after 2013 apart from the OPJS university Churu and there registered office was same i.e. 133 Ram Gopal Colony Rohtak as same the trust office of OPJS university Churu.
5.Only first batch of OPJS university churu of 2013 was genuine and after that fake students were added and they started selling the degrees to the fake students without attending any class or exams. Only some of the geinune students were coming during exams and the sames are till date being harrashed by this criminal group.
6. Joginder dalal was caught red handed while selling and printing fake degree of Sohibit University meerut in 2011. And in 2012 an FIR 457 in Rohtak city was loadged against Joginder Dalal and Sarita Kawatsara for sexual harrashment and other various criminal section.
7.Many persons including police has forced me to withdraw my complain since the FIR no. 283 was loadged against Joginder Dalal on 19.10.2018 after the inquiry of vigilance dept. Rohtak under the supervision of SP Bali singh.
8.Till date non of the accused produced befor the court by the police stating that the investigation is going on.
9. An FIR no. 2 of Mahila Thana Rohtak was loadged against me by Sarita Kawatsara to whom I have never met before of after 6.1.2020 under section 354-d and 506 with in 2 minitues under the instructions of DSP Shulia Devi as some documents were produced by Mr. Amit Kumar on behalf of OPJS university i.e. my answers sheets I have written in 5th and 6th systmter in 2016 and when I clearified to DSP Madam that all Answers sheets are fake and self written by some one from the university and she asked Sarita Kawatsara fo file a complaint against me and the FIR 2 was loadged against my 2 calls made to the university Registrar for my mark sheet and out of which one was no reply and othrt was42 second call.
10. FIR no. 2was loadged on 6.1.2020 when we were called by DSP Shushila devi under a notice and till date no one has appeared before the court from the complainant side till date under FIR no. 2. Sinceover 2 and half year.
11. 10 criminal FIR has been loadged against this group incuding giving the admission to over 600 students in B Pharma and D Pharma having only 60 seats under each course and taken the fees over 8 crores and the life and money of all the over six hundered has been spoiled like me and FIR N. 230 and 151 has been loadged at Thane Maharashtra against this group and an arrest warrant has been issued against Sarita Kawatsra and Joginder Dalal but as Rohtak police is giving protection to these criminals they are being protected and the number of crime branch Thana is Inspector Sanjay Nimbulkar and number [protected] crime branch thane.
12. Joginder Dalal was also arrested by vigilance department Rohtak under ST/SC scam with Haryana Govt. under FIR no.3, 4, 18 of Panch Kulla, Rohtak and Hissar ans was in Jail for 6 months and case s are under trail.
13. Joginder Dalal and Sarita Kawatsra On records given the resignation for all the posts they wer holding but accuttaly all these all made just to keep them safe where as they are the actual owners of these companies’
14. Between 5000 to 10000 degress which are approved by UGC are being sold by OPJS university and many more private universities to the fake students and if one crore degree holder are being produced per year what will be the future of the country. No student goes to the university no exams. Some students write the exams copy at their home and submit to complete their records.
In my case if Joginder Dalal, Sarita Kawatsara, Jitinder Yadav and Sandeep Chahal become and party and the statement given by me to the vigilance dept in 2017 and the same was submitted to Amit Kumar should be considered ny statement and an honest officer from the crime, Intelligance or vigilance department shoud be appointed to look into the matter.

Respected sir,
I Prem Paul Kinra aged 65 years r/o 650/28 Subhash Nagar Rohtak P. No. [protected] [protected] mail id. [protected]@gmail.com wish to submit as under.
Sub: A group of white coller criminals is being grown up with the help of some of your corrupt police officers due to which not only the Justice is being delayed but the life of thousands of innocent persons are being spoiled by this group by the grace of some corrupt police officers even your DSP based at Rohtak.
I could not get justice against my complaint of 2016 along with the sufficient proofs to take action but I have been threatened to kill by the accuse Joginder Dalal in front of S.I Amar Kataria at Model Town Chowky Rohtak and also forced by him to withdraw my complaint.
After this this complaint moves to various officers of Police including the vigilance team Rohtak. Before SP Bali Singh of SVB Rrohtak could take action he has been transferred but he has submitted his investigation report to the department in 2017 due to which FIR No. 283 dt.19.10.2018 was lodged. By civil lines Rohtak and a SIT under DSP Shushila Devi was constituted and on 6.01.2020 when we were called for investigation of FIR No. 283 some documents of investigation were submitted befor the DSP Madam by ASI Amit kumar showing me fail in the answer sheets falsely created by Joginder Dalal Sarita Kawatsara and Jitender Yadav of the OPJs university were also called in the matter of FIR no.283 and when I raised the Point that those answer sheets were neither in my handwriting nor were in the original form of the any university pattern. DSP madam asked Sarita Kawatsara to Lodge a complaint against me and with in few minitue an FIR No. 2 was lodged on 6.01.2020 against me under IPC section 354 D and 506 by a lady known as Sarita Kawatsara to whom I have never met before 6.01.2020 and till date after 6.01.2020. But as she was the Registrar, Chairperson, Chancellor of the university.
As now no investigation is required in this matter as the proffs I am having are sufficient to prove the guilt of the criminals as well as the corrupt police officer only an honest person/police wala is required for 8 hours to see the facts/proofs and take further steps in the matter And if you want to save this country you can keep a survalance on their phones for 10 days and you will come to know about their criminal activities. Out of 10 companies he started after 2013 8 has been striked off and now remaining are ok life care pvt ltd and opjs university churu and on records you will find that Joginder Dalal and Sarita Kawatsara has resigned but accuttaly its owned run and managed by Joginder Dalal and Sarita Kawatsara only.
From 50 Lacs to 1 crore degrees are being sold to the fake students without any exams and any one can get any degree with in 15 days approved by UGC. By most of the private universities. As you might be having Jurisdiction problem but if this matter is investigated by CBI, Vigilance or E.D. you can recover the lacs of crore benami properties from these universities and now Joginder Dalal has started 2 Hospitals in which some medical courses has also been also intodued and now fake doctors will also be aviable with the degree of Joginder Dalal Hospital duly approved.
I am sending the complaints made by me as the proofs I am having can not be attached due to insufficient space in the attachment.
How the Hard Core Criminals are playing with Justice and national security with the help of some corrupt police officers and due to which not only the vicitums are not only being harassed but also not being given justice due to the corruption. If Police would have taken action against my complaint in 2016 the following 10 FIR would might not have been lodged against this group. This criminal group is still freely moving in the society be the grace of this administration and your corrupt police officers an arrest warrant has been issued by Crime Branch Thane against Joginder Dalal and Sarita Kawatsara and could not be delivered at Rohtak as your police is protecting the criminals uner FIR No. 151/2019 and 230 of Thane Branch Maharashtra.and another warrant has been issued by Ujjain police under FIR No.238/2018 by Ujjain.. That How the Some Corrupt Officers has not properly investigated the matter and if police would have taken the action in 2016 then the life of thousands of students could be saved, In india only about 50 thousand to one lac degrees of doctors engineers pharmist phd lawyers has been sold only by OPJS university without any exams and that fake students with degree from opjs university is now ruling on the people of our country. the details are as under.
As the proofs of the entire matter can not be attached in one mail so each of my letter will contain the proofs of the person step wise this may take long time to under stand so if you depute an honest person/ police officer I can explain every thing in detail.
Request to go through the following facts and you will come to know the Role of Police for investigation under FIR No. 283 DT. 19.10.2018 civil lines rohtak and FIR No. 2 by Mahila Thana Rohtak dt. 6.01.2020.
This is a CRIMINAL GROUP and about 10 Criminal FIR, s against this group has been lodged against various criminal activities including sexual assault, fake degrees, ST SC Scam and many more as per the following details will clear the facts and may help you to decide that why the FIR No. 2 has been Lodged on 6.01.2020 and why the Police has not submitted the documents before the court submitted by this criminal group in the matter of FIR No. 283. I don’t think that I will get justice in my life time but I request you’re Honor that at least ask the police to prove that I have ever met this lady Sarita Kawatsara before 6.01.2020 and why I was making the call on this number. Total 3 calls no abuse, no verbal language and in the third call asked for my mark sheet referred in FIR no. 283.

I Perm Paul Kinra aged 65 years r/o 650/28 subhash Nagar Rohtak wishes to stat as under:
1. We took admission in LLB in 2013 in OPJS university Churu through its Chairman Joginder Dalal of Rohtak with a discount in fee of 50% as committed by Joginder Dalal and paid the university fee time to time obtaining loan from the bank and passed out in First Division in all the 3 years as per the photo copies of my mark sheets attached for all 3 years from[protected]. 2. On 14/09/2016 when I reached at the university to take my mark sheets I was told by Jitinder Yadav then the Registrar of the University I was told that we are passed in First division but he demanded 50000 more to pay only then he will give the mark sheets. As I was having no other option and paid 50000 to the university account even though the agreed fee was paid before appearing the final year exams. After receiving the money I was told that the result has not been officially declared and asked me to come again.
3. One Other LLB student Mr. Jai Singh Malik was also Present with me on 14.09.2016 and he can be witness in this matter and now he is practicing as an Advocate in Kurukshetra since 2016.
4. As Mr. Jitinder Yadav refused to give me the mark sheet there was a small fight between me and Jitender Yadav and he told that he has sold the marksheets to someone else for Rs. 300000.
5. From there I came to know that university is selling the instant degrees for very higher rates to the fake students as against the registered students. The genuine students are still suffering and till date not been given the degrees to all of them and still being sold with colobration with UGC and other affiliated agencies.
6. In the evening I came back from the university and met Mr. Joginder Dalal at his residence at Rohtak and reported all the matter which was acutely being played under his control and guidance.
7. On 15.09.2016 I have filed an RTI demanding the copies of our answer sheets but till date not replied by the university.
8. When my RTI letter reached at University, Joginder Dalal Came to my Home along with Mr. Sandeep Chahal (His Co-coordinator and business partner) and not only threat to kill me and my family and also said that If in future I will write any letter he will make put my both the boys under rape case as he is having many girlfriends (Sahaliya) This has been mentioned in my complaint to SSP Rohtak as well as Bar Council of India dt. 24.09.2016. Anx. 3
9. As there was some action from the bar council or from the police, Joginder Dalal sent Mr Sandeep Chahal as a mediator to withdraw my complaint and he will hand over our mark sheets and also put a condition that I have to give an apology letter.
10. That time I was not aware that Sandeep Chahal is also his coordinator in OPJS university and also registered a firm in Rohtak named as OK Education sol pvt ltd. Vide tin No. in which Sarita Kawatsara and Sandeep Chahal are the director on dt. And this firm was active till 2020 as per anx. 4
11. Apart from OPJS university churu having their registered office at 133 Ram Gopal Colony Rohtak
Joginder Dalal has Registered many companies mostly in 2013 to 2021 with a starting with the name OK with Co-Director as Sarita Kawatsara on the address of 133 Ram Gopal Colony Rohtak and One Company on the name of OK life Care has also been Registered in London before his arrest (Joginder Dalal) in 2020 in ST/SC Scam by vigilance department. 12. Sandeep Chahal his wife Jyoti Chahal and Jitender Yadav called me and told that the mark sheets has been sent to Sandeep Chahal and I can collect the same from him. The call recording along with their typed version has been submitted to the Model town Police chowky as well as to Mr. Amit Kumar ASI civil Line in which Sandeep Chahal is asking me to collect the mark sheets received from the university. 13. On 6.12.2016 Sandeep Chahal mailed to me and forward an apology letter and asked me to sign this and get our mark sheets. That apology letter was sent by Sandeed Chahal Anx. 7
14. Various calls has been made by Sandeep Chahal his wife Jyoti Chahal and Jitinder Yadav asking me to collect the mark sheets to Sandeep Chahal between 6/12/2016 to 10/12/2016.
15. On 9.12.2016 when I received a call from Sandeep Chahal in which he told that he has received the Mark sheets and I can collect the same from his residence at Sector 3 Rohtak but on my request to show me the mark sheets, He mailed the mark sheets at my email from his mail to my mail on 9.12.2016 in which we are passed the LLB exams in first division in all the 3 years. 16. On 10.12.2016 I reached at Sandeep Chahal residence but Joginder Dalal was also Present and he has shown and given all the documents to see and told that he will only hand over the documents provided that I will signed the apology letter sent to me at my mail on 6.12.2016. But the contents in the apology letter were not my words so I refused to sign the apology letter. Then he not only snatched all the documents and caught my collar and tried to hit me but Sandeep Chahal stopped him to do so and ask us to go back that time. We came back under the threatened condition.
17. As now I was having the mark sheets and the copy of the apology letter forwarded by Sandeep Chahal mail So I have made a complaint to Model town chowky on 11.12.2016 but I was not only being threatened by ASI Amar Kataria to withdraw the complaint and the chowky in charge did not took any action and the matter was reported to SSP Rohtak but all vain and then a case was filed in dist court Rohtak vide No. 448/2016 dt. 20.12.2016
18. During the past 6 years I have written many letters demanding my mark sheets to all the higher authorities and also reported the matter of ASI Amar Kataria but all vain and as against my various letters an FIR no.283 was registered against Joginder dalal and I.O. was Amit Kumar who was as similar to ASI Amar Kataria and then an SIT team was made to look after the matter of my complaint and FIR No. 283 under the supervision of Madam Shushila Devi and on 6.01.2020 I, Joginder Dalal, Sarita Kawatsara, Jitinder Yadav were called under a notice and asked us to appear before DSP Shushila Devi on. 6.1.2020.
19. The behavior of DSP Madam Sushila Devi and ASI Amit Kumar were not justifiable as some documents of our answer sheets of final year was present before her by Joginder Dalal, Sarita Kawatsara and Jitinder Yadav showing me fail in the examination but when I objected that these are not my answer sheets showing and explaining the reason and it was very much clear to DSP Shushila Devi that these documents can made them accused so she might have suggested Sarita Kawatsara to lodge an FIR against me and So, the FIR No. 2 was registered by a lady to whom I have never met in my Life giving the reference of one what’s app call or a phone call. This Phone No. [protected] is registered as Registrar of the university. Anx 9
20. As till date Madam Sarita Kawatsara has never been appear before the court to give her statement in the matter and police has also nothing to investigate only one or two calls asking my mark sheets and no call is over 1 minute.
21. This FIR has been made just to harrash me by the police and I have written many letters to the higher authorities in this regard and also enclosing the replied against my RTI filed against Model Town Chowky, Civil Line P.S, and DSP Shushila devi demanding the CCTV footage of 6.01.2020 when we were called by DSP Madam and the answer sheets of my Final Year was submitted to DSP Madam on 6.01.2020.
22. DSP Shushila Devi must be aware that 10 more criminal FIR has been Lodged against this group and the details of the FIR received thought RTI is being enclosed. If our police would have made the fare investigation against my complaint in 2016 the 10 FIR and various other criminal activities are being done would have been stopped and the life of thousands of students might be saved.
23. I am enclosing here with some of news cuttings of their criminal activities. Anx 10
24. Till date the documents the answer sheets and mark sheet of our result submitted before DSP Madam on 6.01.2020 has not been submitted before the court even after demanding the same under RTI. If that documents will be available the matter of FIR No. 2 as well as will be cleared on the spot without any further investigation.
25. No accused has been appeared before the court /arrested or called by the court since over 6 years under case No 448/2016 and further merged with FIR no 283.
26. Mr Joginder Dalal will say that he has resign from the university is also wrong as in 2021 he has given the Doctorate degree to Amisha Patel (Film Actress) on which capacity.
27. Providing doctorate degree also shows that he can manipulate anything in the university as he the sole owner of the university and can manipulate anything in the university.
28. As on 29.12.2019 he made a fire in one room in the university burning some waste papers and lodged an report the all university record has burnt.
29. Mostly 90 % of the private universities are providing UGC approved degrees to the fake students but university like OPJS churu can enroll 1000 students in a course as against 60 seats and you can think that what is happening to the remaining 940 students.
It is therefore prayed that before taking any decision statement of all the accused and the complainant must be made before the court under FIR no. 2 as well as 283 and if the Hon’ble court feel that the Police has not made the fare investigation then all the accused’s and the complainants must present before the court on every date without any accuse.
2. It is also Prayed that has since already almost 10 years has been wasted since I took admission in LLB in 2013 I request the Hon’ble court to make an order to issue me the mark sheets sent by Sandeep chahal mail enable me to enroll myself for my survival as I am already 65 years old and want to fight for justice as an advocate against corruption.

As my said complaint was forwarded to DSP office Rohtak so yesterday i.e. 9.08.2022 I was asked by DSP Rhtak to report at DSP Ofiice at 10 AM on 10.08.2022 through phone no.[protected] and I was there at 10 AM. Again I was asked to give my statement instead of calling the accuseds statement. The the behavior of the officer on duty and 2nd one came was so rude that they were not ready to listen the facts but only want the again and again written statement from me just to harrash me.
Sir, All my statements and proofs of the entire matter is available in file of my complaint dt. 11.12.2016 as well as FIR No. 283 dt 19.10.2018 by civil lines Rohtak. I donot think that after having the following proffs the police of the rank of DSP should require any more statement to investigate the matter instead of calling the accused persons. The documents submitted to the police are not only sufficient to take immediate action but if the police would have honestly investigated the matter against my complaint dt 11.12.2016 ten FIR under the various criminal charges have not been loadged against this group of criminal activities and the amount of thousands of crore to be saved has been looted by this group after my complaint of the government of India as well as the students and many people of the country. Your police made compromise with these criminal with some amount of money or pressshor of the higher authorities and due to which thousands of innocent students have been looted by these criminals and spoiled their life. To under stand the facts an HONEST Officer is required which I think Haryana Police donot have as I am requesting for the deputation of an honest officer at least for one day to know the accutal facts that how the country is being looted by the criminals with the help of some corrupt police officers.
The facts of my case are as under and I don’t think that an honest officer will take more time to take action against these criminals and the corrupt police officers.
1.. Complaint copy along with the Final year mark sheets copy snached by Joginder Dalal at Sandeep Chahal Residents has beeonsubmitted to Model town chocky as well as SSp Rohtak available in file.
2. Copy of the mail along the the attachment of the marksheets ( Snached by Joginder Dalal) along with the audio recording the vice copy and writeen version from 6.12.2016 to 10.12.2016 submitted to the police and must be available in records of police.
3. Copy of the records showing that Sandeep Chahal and Sarita Kawatsara have started a pvt. Ltd. Registered company as joint directors on the name of OK Edu Solutions pvt. Ltd. In March 2013 and were working for sohibit universities and OPJS university and this compny was in existence till 2020.
4. 9 more pvt. Ltd. companies were registered by Joginder Dalal and Sarits Kawatsara after 2013 apart from the OPJS university Churu and there registered office was same i.e. 133 Ram Gopal Colony Rohtak as same the trust office of OPJS university Churu.
5.Only first batch of OPJS university churu of 2013 was genuine and after that fake students were added and they started selling the degrees to the fake students without attending any class or exams. Only some of the geinune students were coming during exams and the sames are till date being harrashed by this criminal group.
6. Joginder dalal was caught red handed while selling and printing fake degree of Sohibit University meerut in 2011. And in 2012 an FIR 457 in Rohtak city was loadged against Joginder Dalal and Sarita Kawatsara for sexual harrashment and other various criminal section.
7.Many persons including police has forced me to withdraw my complain since the FIR no. 283 was loadged against Joginder Dalal on 19.10.2018 after the inquiry of vigilance dept. Rohtak under the supervision of SP Bali singh.
8.Till date non of the accused produced befor the court by the police stating that the investigation is going on.
9. An FIR no. 2 of Mahila Thana Rohtak was loadged against me by Sarita Kawatsara to whom I have never met before of after 6.1.2020 under section 354-d and 506 with in 2 minitues under the instructions of DSP Shulia Devi as some documents were produced by Mr. Amit Kumar on behalf of OPJS university i.e. my answers sheets I have written in 5th and 6th systmter in 2016 and when I clearified to DSP Madam that all Answers sheets are fake and self written by some one from the university and she asked Sarita Kawatsara fo file a complaint against me and the FIR 2 was loadged against my 2 calls made to the university Registrar for my mark sheet and out of which one was no reply and othrt was42 second call.
10. FIR no. 2was loadged on 6.1.2020 when we were called by DSP Shushila devi under a notice and till date no one has appeared before the court from the complainant side till date under FIR no. 2. Sinceover 2 and half year.
11. 10 criminal FIR has been loadged against this group incuding giving the admission to over 600 students in B Pharma and D Pharma having only 60 seats under each course and taken the fees over 8 crores and the life and money of all the over six hundered has been spoiled like me and FIR N. 230 and 151 has been loadged at Thane Maharashtra against this group and an arrest warrant has been issued against Sarita Kawatsra and Joginder Dalal but as Rohtak police is giving protection to these criminals they are being protected and the number of crime branch Thana is Inspector Sanjay Nimbulkar and number [protected] crime branch thane.
12. Joginder Dalal was also arrested by vigilance department Rohtak under ST/SC scam with Haryana Govt. under FIR no.3, 4, 18 of Panch Kulla, Rohtak and Hissar ans was in Jail for 6 months and case s are under trail.
13. Joginder Dalal and Sarita Kawatsra On records given the resignation for all the posts they wer holding but accuttaly all these all made just to keep them safe where as they are the actual owners of these companies’
14. Between 5000 to 10000 degress which are approved by UGC are being sold by OPJS university and many more private universities to the fake students and if one crore degree holder are being produced per year what will be the future of the country. No student goes to the university no exams. Some students write the exams copy at their home and submit to complete their records.
In my case if Joginder Dalal, Sarita Kawatsara, Jitinder Yadav and Sandeep Chahal become and party and the statement given by me to the vigilance dept in 2017 and the same was submitted to Amit Kumar should be considered ny statement and an honest officer from the crime, Intelligance or vigilance department shoud be appointed to look into the matter.

Respected sir,
I Prem Paul Kinra aged 65 years r/o 650/28 Subhash Nagar Rohtak P. No. [protected] [protected] mail id. [protected]@gmail.com wish to submit as under.
Sub: A group of white coller criminals is being grown up with the help of some of your corrupt police officers due to which not only the Justice is being delayed but the life of thousands of innocent persons are being spoiled by this group by the grace of some corrupt police officers even your DSP based at Rohtak.
I could not get justice against my complaint of 2016 along with the sufficient proofs to take action but I have been threatened to kill by the accuse Joginder Dalal in front of S.I Amar Kataria at Model Town Chowky Rohtak and also forced by him to withdraw my complaint.
After this this complaint moves to various officers of Police including the vigilance team Rohtak. Before SP Bali Singh of SVB Rrohtak could take action he has been transferred but he has submitted his investigation report to the department in 2017 due to which FIR No. 283 dt.19.10.2018 was lodged. By civil lines Rohtak and a SIT under DSP Shushila Devi was constituted and on 6.01.2020 when we were called for investigation of FIR No. 283 some documents of investigation were submitted befor the DSP Madam by ASI Amit kumar showing me fail in the answer sheets falsely created by Joginder Dalal Sarita Kawatsara and Jitender Yadav of the OPJs university were also called in the matter of FIR no.283 and when I raised the Point that those answer sheets were neither in my handwriting nor were in the original form of the any university pattern. DSP madam asked Sarita Kawatsara to Lodge a complaint against me and with in few minitue an FIR No. 2 was lodged on 6.01.2020 against me under IPC section 354 D and 506 by a lady known as Sarita Kawatsara to whom I have never met before 6.01.2020 and till date after 6.01.2020. But as she was the Registrar, Chairperson, Chancellor of the university.
As now no investigation is required in this matter as the proffs I am having are sufficient to prove the guilt of the criminals as well as the corrupt police officer only an honest person/police wala is required for 8 hours to see the facts/proofs and take further steps in the matter And if you want to save this country you can keep a survalance on their phones for 10 days and you will come to know about their criminal activities. Out of 10 companies he started after 2013 8 has been striked off and now remaining are ok life care pvt ltd and opjs university churu and on records you will find that Joginder Dalal and Sarita Kawatsara has resigned but accuttaly its owned run and managed by Joginder Dalal and Sarita Kawatsara only.
From 50 Lacs to 1 crore degrees are being sold to the fake students without any exams and any one can get any degree with in 15 days approved by UGC. By most of the private universities. As you might be having Jurisdiction problem but if this matter is investigated by CBI, Vigilance or E.D. you can recover the lacs of crore benami properties from these universities and now Joginder Dalal has started 2 Hospitals in which some medical courses has also been also intodued and now fake doctors will also be aviable with the degree of Joginder Dalal Hospital duly approved.
I am sending the complaints made by me as the proofs I am having can not be attached due to insufficient space in the attachment.
How the Hard Core Criminals are playing with Justice and national security with the help of some corrupt police officers and due to which not only the vicitums are not only being harassed but also not being given justice due to the corruption. If Police would have taken action against my complaint in 2016 the following 10 FIR would might not have been lodged against this group. This criminal group is still freely moving in the society be the grace of this administration and your corrupt police officers an arrest warrant has been issued by Crime Branch Thane against Joginder Dalal and Sarita Kawatsara and could not be delivered at Rohtak as your police is protecting the criminals uner FIR No. 151/2019 and 230 of Thane Branch Maharashtra.and another warrant has been issued by Ujjain police under FIR No.238/2018 by Ujjain.. That How the Some Corrupt Officers has not properly investigated the matter and if police would have taken the action in 2016 then the life of thousands of students could be saved, In india only about 50 thousand to one lac degrees of doctors engineers pharmist phd lawyers has been sold only by OPJS university without any exams and that fake students with degree from opjs university is now ruling on the people of our country. the details are as under.
As the proofs of the entire matter can not be attached in one mail so each of my letter will contain the proofs of the person step wise this may take long time to under stand so if you depute an honest person/ police officer I can explain every thing in detail.
Request to go through the following facts and you will come to know the Role of Police for investigation under FIR No. 283 DT. 19.10.2018 civil lines rohtak and FIR No. 2 by Mahila Thana Rohtak dt. 6.01.2020.
This is a CRIMINAL GROUP and about 10 Criminal FIR, s against this group has been lodged against various criminal activities including sexual assault, fake degrees, ST SC Scam and many more as per the following details will clear the facts and may help you to decide that why the FIR No. 2 has been Lodged on 6.01.2020 and why the Police has not submitted the documents before the court submitted by this criminal group in the matter of FIR No. 283. I don’t think that I will get justice in my life time but I request you’re Honor that at least ask the police to prove that I have ever met this lady Sarita Kawatsara before 6.01.2020 and why I was making the call on this number. Total 3 calls no abuse, no verbal language and in the third call asked for my mark sheet referred in FIR no. 283.

1. We took admission in LLB in 2013 in OPJS university Churu through its Chairman Joginder Dalal of Rohtak with a discount in fee of 50% as committed by Joginder Dalal and paid the university fee time to time obtaining loan from the bank and passed out in First Division in all the 3 years as per the photo copies of my mark sheets attached for all 3 years from[protected]. 2. On 14/09/2016 when I reached at the university to take my mark sheets I was told by Jitinder Yadav then the Registrar of the University I was told that we are passed in First division but he demanded 50000 more to pay only then he will give the mark sheets. As I was having no other option and paid 50000 to the university account even though the agreed fee was paid before appearing the final year exams. After receiving the money I was told that the result has not been officially declared and asked me to come again.
3. One Other LLB student Mr. Jai Singh Malik was also Present with me on 14.09.2016 and he can be witness in this matter and now he is practicing as an Advocate in Kurukshetra since 2016.
4. As Mr. Jitinder Yadav refused to give me the mark sheet there was a small fight between me and Jitender Yadav and he told that he has sold the marksheets to someone else for Rs. 300000.
5. From there I came to know that university is selling the instant degrees for very higher rates to the fake students as against the registered students. The genuine students are still suffering and till date not been given the degrees to all of them and still being sold with colobration with UGC and other affiliated agencies.
6. In the evening I came back from the university and met Mr. Joginder Dalal at his residence at Rohtak and reported all the matter which was acutely being played under his control and guidance.
7. On 15.09.2016 I have filed an RTI demanding the copies of our answer sheets but till date not replied by the university.
8. When my RTI letter reached at University, Joginder Dalal Came to my Home along with Mr. Sandeep Chahal (His Co-coordinator and business partner) and not only threat to kill me and my family and also said that If in future I will write any letter he will make put my both the boys under rape case as he is having many girlfriends (Sahaliya) This has been mentioned in my complaint to SSP Rohtak as well as Bar Council of India dt. 24.09.2016. Anx. 3
9. As there was some action from the bar council or from the police, Joginder Dalal sent Mr Sandeep Chahal as a mediator to withdraw my complaint and he will hand over our mark sheets and also put a condition that I have to give an apology letter.
10. That time I was not aware that Sandeep Chahal is also his coordinator in OPJS university and also registered a firm in Rohtak named as OK Education sol pvt ltd. Vide tin No. in which Sarita Kawatsara and Sandeep Chahal are the director on dt. And this firm was active till 2020 as per anx. 4
11. Apart from OPJS university churu having their registered office at 133 Ram Gopal Colony Rohtak
Joginder Dalal has Registered many companies mostly in 2013 to 2021 with a starting with the name OK with Co-Director as Sarita Kawatsara on the address of 133 Ram Gopal Colony Rohtak and One Company on the name of OK life Care has also been Registered in London before his arrest (Joginder Dalal) in 2020 in ST/SC Scam by vigilance department. 12. Sandeep Chahal his wife Jyoti Chahal and Jitender Yadav called me and told that the mark sheets has been sent to Sandeep Chahal and I can collect the same from him. The call recording along with their typed version has been submitted to the Model town Police chowky as well as to Mr. Amit Kumar ASI civil Line in which Sandeep Chahal is asking me to collect the mark sheets received from the university. 13. On 6.12.2016 Sandeep Chahal mailed to me and forward an apology letter and asked me to sign this and get our mark sheets. That apology letter was sent by Sandeed Chahal Anx. 7
14. Various calls has been made by Sandeep Chahal his wife Jyoti Chahal and Jitinder Yadav asking me to collect the mark sheets to Sandeep Chahal between 6/12/2016 to 10/12/2016.
15. On 9.12.2016 when I received a call from Sandeep Chahal in which he told that he has received the Mark sheets and I can collect the same from his residence at Sector 3 Rohtak but on my request to show me the mark sheets, He mailed the mark sheets at my email from his mail to my mail on 9.12.2016 in which we are passed the LLB exams in first division in all the 3 years. 16. On 10.12.2016 I reached at Sandeep Chahal residence but Joginder Dalal was also Present and he has shown and given all the documents to see and told that he will only hand over the documents provided that I will signed the apology letter sent to me at my mail on 6.12.2016. But the contents in the apology letter were not my words so I refused to sign the apology letter. Then he not only snatched all the documents and caught my collar and tried to hit me but Sandeep Chahal stopped him to do so and ask us to go back that time. We came back under the threatened condition.
17. As now I was having the mark sheets and the copy of the apology letter forwarded by Sandeep Chahal mail So I have made a complaint to Model town chowky on 11.12.2016 but I was not only being threatened by ASI Amar Kataria to withdraw the complaint and the chowky in charge did not took any action and the matter was reported to SSP Rohtak but all vain and then a case was filed in dist court Rohtak vide No. 448/2016 dt. 20.12.2016
18. During the past 6 years I have written many letters demanding my mark sheets to all the higher authorities and also reported the matter of ASI Amar Kataria but all vain and as against my various letters an FIR no.283 was registered against Joginder dalal and I.O. was Amit Kumar who was as similar to ASI Amar Kataria and then an SIT team was made to look after the matter of my complaint and FIR No. 283 under the supervision of Madam Shushila Devi and on 6.01.2020 I, Joginder Dalal, Sarita Kawatsara, Jitinder Yadav were called under a notice and asked us to appear before DSP Shushila Devi on. 6.1.2020.
19. The behavior of DSP Madam Sushila Devi and ASI Amit Kumar were not justifiable as some documents of our answer sheets of final year was present before her by Joginder Dalal, Sarita Kawatsara and Jitinder Yadav showing me fail in the examination but when I objected that these are not my answer sheets showing and explaining the reason and it was very much clear to DSP Shushila Devi that these documents can made them accused so she might have suggested Sarita Kawatsara to lodge an FIR against me and So, the FIR No. 2 was registered by a lady to whom I have never met in my Life giving the reference of one what’s app call or a phone call. This Phone No. [protected] is registered as Registrar of the university. Anx 9
20. As till date Madam Sarita Kawatsara has never been appear before the court to give her statement in the matter and police has also nothing to investigate only one or two calls asking my mark sheets and no call is over 1 minute.
21. This FIR has been made just to harrash me by the police and I have written many letters to the higher authorities in this regard and also enclosing the replied against my RTI filed against Model Town Chowky, Civil Line P.S, and DSP Shushila devi demanding the CCTV footage of 6.01.2020 when we were called by DSP Madam and the answer sheets of my Final Year was submitted to DSP Madam on 6.01.2020.
22. DSP Shushila Devi must be aware that 10 more criminal FIR has been Lodged against this group and the details of the FIR received thought RTI is being enclosed. If our police would have made the fare investigation against my complaint in 2016 the 10 FIR and various other criminal activities are being done would have been stopped and the life of thousands of students might be saved.
23. I am enclosing here with some of news cuttings of their criminal activities. Anx 10
24. Till date the documents the answer sheets and mark sheet of our result submitted before DSP Madam on 6.01.2020 has not been submitted before the court even after demanding the same under RTI. If that documents will be available the matter of FIR No. 2 as well as will be cleared on the spot without any further investigation.
25. No accused has been appeared before the court /arrested or called by the court since over 6 years under case No 448/2016 and further merged with FIR no 283.
26. Mr Joginder Dalal will say that he has resign from the university is also wrong as in 2021 he has given the Doctorate degree to Amisha Patel (Film Actress) on which capacity.
27. Providing doctorate degree also shows that he can manipulate anything in the university as he the sole owner of the university and can manipulate anything in the university.
28. As on 29.12.2019 he made a fire in one room in the university burning some waste papers and lodged an report the all university record has burnt.
29. Mostly 90 % of the private universities are providing UGC approved degrees to the fake students but university like OPJS churu can enroll 1000 students in a course as against 60 seats and you can think that what is happening to the remaining 940 students.
It is therefore prayed that before taking any decision statement of all the accused and the complainant must be made before the court under FIR no. 2 as well as 283 and if the Hon’ble court feel that the Police has not made the fare investigation then all the accused’s and the complainants must present before the court on every date without any accuse.
2. It is also Prayed that has since already almost 10 years has been wasted since I took admission in LLB in 2013 I request the Hon’ble court to make an order to issue me the mark sheets sent by Sandeep chahal mail enable me to enroll myself for my survival as I am already 65 years old and want to fight for justice as an advocate against corruption.

3. Copy of the records showing that Sandeep Chahal and Sarita Kawatsara have started a pvt. Ltd. Registered company as joint directors on the name of OK Edu Solutions pvt. Ltd. In March 2013 and were working for sohibit universities and OPJS university and this compny was in existence till 2020.
4. 9 more pvt. Ltd. companies were registered by Joginder Dalal and Sarits Kawatsara after 2013 apart from the OPJS university Churu and there registered office was same i.e. 133 Ram Gopal Colony Rohtak as same the trust office of OPJS university Churu.
5.Only first batch of OPJS university churu of 2013 was genuine and after that fake students were added and they started selling the degrees to the fake students without attending any class or exams. Only some of the geinune students were coming during exams and the sames are till date being harrashed by this criminal group.
6. Joginder dalal was caught red handed while selling and printing fake degree of Sohibit University meerut in 2011. And in 2012 an FIR 457 in Rohtak city was loadged against Joginder Dalal and Sarita Kawatsara for sexual harrashment and other various criminal section.
7.Many persons including police has forced me to withdraw my complain since the FIR no. 283 was loadged against Joginder Dalal on 19.10.2018 after the inquiry of vigilance dept. Rohtak under the supervision of SP Bali singh.
8.Till date non of the accused produced befor the court by the police stating that the investigation is going on.
9. An FIR no. 2 of Mahila Thana Rohtak was loadged against me by Sarita Kawatsara to whom I have never met before of after 6.1.2020 under section 354-d and 506 with in 2 minitues under the instructions of DSP Shulia Devi as some documents were produced by Mr. Amit Kumar on behalf of OPJS university i.e. my answers sheets I have written in 5th and 6th systmter in 2016 and when I clearified to DSP Madam that all Answers sheets are fake and self written by some one from the university and she asked Sarita Kawatsara fo file a complaint against me and the FIR 2 was loadged against my 2 calls made to the university Registrar for my mark sheet and out of which one was no reply and othrt was42 second call.
10. FIR no. 2was loadged on 6.1.2020 when we were called by DSP Shushila devi under a notice and till date no one has appeared before the court from the complainant side till date under FIR no. 2. Sinceover 2 and half year.
11. 10 criminal FIR has been loadged against this group incuding giving the admission to over 600 students in B Pharma and D Pharma having only 60 seats under each course and taken the fees over 8 crores and the life and money of all the over six hundered has been spoiled like me and FIR N. 230 and 151 has been loadged at Thane Maharashtra against this group and an arrest warrant has been issued against Sarita Kawatsra and Joginder Dalal but as Rohtak police is giving protection to these criminals they are being protected and the number of crime branch Thana is Inspector Sanjay Nimbulkar and number [protected] crime branch thane.
12. Joginder Dalal was also arrested by vigilance department Rohtak under ST/SC scam with Haryana Govt. under FIR no.3, 4, 18 of Panch Kulla, Rohtak and Hissar ans was in Jail for 6 months and case s are under trail.
13. Joginder Dalal and Sarita Kawatsra On records given the resignation for all the posts they wer holding but accuttaly all these all made just to keep them safe where as they are the actual owners of these companies’
14. Between 5000 to 10000 degress which are approved by UGC are being sold by OPJS university and many more private universities to the fake students and if one crore degree holder are being produced per year what will be the future of the country. No student goes to the university no exams. Some students write the exams copy at their home and submit to complete their records.
In my case if Joginder Dalal, Sarita Kawatsara, Jitinder Yadav and Sandeep Chahal become and party and the statement given by me to the vigilance dept in 2017 and the same was submitted to Amit Kumar should be considered ny statement and an honest officer from the crime, Intelligance or vigilance department shoud be appointed to look into the matter.

Respected sir,
I Prem Paul Kinra aged 65 years r/o 650/28 Subhash Nagar Rohtak P. No. [protected] [protected] mail id. [protected]@gmail.com wish to submit as under.
Sub: A group of white coller criminals is being grown up with the help of some of your corrupt police officers due to which not only the Justice is being delayed but the life of thousands of innocent persons are being spoiled by this group by the grace of some corrupt police officers even your DSP based at Rohtak.
I could not get justice against my complaint of 2016 along with the sufficient proofs to take action but I have been threatened to kill by the accuse Joginder Dalal in front of S.I Amar Kataria at Model Town Chowky Rohtak and also forced by him to withdraw my complaint.
After this this complaint moves to various officers of Police including the vigilance team Rohtak. Before SP Bali Singh of SVB Rrohtak could take action he has been transferred but he has submitted his investigation report to the department in 2017 due to which FIR No. 283 dt.19.10.2018 was lodged. By civil lines Rohtak and a SIT under DSP Shushila Devi was constituted and on 6.01.2020 when we were called for investigation of FIR No. 283 some documents of investigation were submitted befor the DSP Madam by ASI Amit kumar showing me fail in the answer sheets falsely created by Joginder Dalal Sarita Kawatsara and Jitender Yadav of the OPJs university were also called in the matter of FIR no.283 and when I raised the Point that those answer sheets were neither in my handwriting nor were in the original form of the any university pattern. DSP madam asked Sarita Kawatsara to Lodge a complaint against me and with in few minitue an FIR No. 2 was lodged on 6.01.2020 against me under IPC section 354 D and 506 by a lady known as Sarita Kawatsara to whom I have never met before 6.01.2020 and till date after 6.01.2020. But as she was the Registrar, Chairperson, Chancellor of the university.
As now no investigation is required in this matter as the proffs I am having are sufficient to prove the guilt of the criminals as well as the corrupt police officer only an honest person/police wala is required for 8 hours to see the facts/proofs and take further steps in the matter And if you want to save this country you can keep a survalance on their phones for 10 days and you will come to know about their criminal activities. Out of 10 companies he started after 2013 8 has been striked off and now remaining are ok life care pvt ltd and opjs university churu and on records you will find that Joginder Dalal and Sarita Kawatsara has resigned but accuttaly its owned run and managed by Joginder Dalal and Sarita Kawatsara only.
From 50 Lacs to 1 crore degrees are being sold to the fake students without any exams and any one can get any degree with in 15 days approved by UGC. By most of the private universities. As you might be having Jurisdiction problem but if this matter is investigated by CBI, Vigilance or E.D. you can recover the lacs of crore benami properties from these universities and now Joginder Dalal has started 2 Hospitals in which some medical courses has also been also intodued and now fake doctors will also be aviable with the degree of Joginder Dalal Hospital duly approved.
I am sending the complaints made by me as the proofs I am having can not be attached due to insufficient space in the attachment.
How the Hard Core Criminals are playing with Justice and national security with the help of some corrupt police officers and due to which not only the vicitums are not only being harassed but also not being given justice due to the corruption. If Police would have taken action against my complaint in 2016 the following 10 FIR would might not have been lodged against this group. This criminal group is still freely moving in the society be the grace of this administration and your corrupt police officers an arrest warrant has been issued by Crime Branch Thane against Joginder Dalal and Sarita Kawatsara and could not be delivered at Rohtak as your police is protecting the criminals uner FIR No. 151/2019 and 230 of Thane Branch Maharashtra.and another warrant has been issued by Ujjain police under FIR No.238/2018 by Ujjain.. That How the Some Corrupt Officers has not properly investigated the matter and if police would have taken the action in 2016 then the life of thousands of students could be saved, In india only about 50 thousand to one lac degrees of doctors engineers pharmist phd lawyers has been sold only by OPJS university without any exams and that fake students with degree from opjs university is now ruling on the people of our country. the details are as under.
As the proofs of the entire matter can not be attached in one mail so each of my letter will contain the proofs of the person step wise this may take long time to under stand so if you depute an honest person/ police officer I can explain every thing in detail.
Request to go through the following facts and you will come to know the Role of Police for investigation under FIR No. 283 DT. 19.10.2018 civil lines rohtak and FIR No. 2 by Mahila Thana Rohtak dt. 6.01.2020.
This is a CRIMINAL GROUP and about 10 Criminal FIR, s against this group has been lodged against various criminal activities including sexual assault, fake degrees, ST SC Scam and many more as per the following details will clear the facts and may help you to decide that why the FIR No. 2 has been Lodged on 6.01.2020 and why the Police has not submitted the documents before the court submitted by this criminal group in the matter of FIR No. 283. I don’t think that I will get justice in my life time but I request you’re Honor that at least ask the police to prove that I have ever met this lady Sarita Kawatsara before 6.01.2020 and why I was making the call on this number. Total 3 calls no abuse, no verbal language and in the third call asked for my mark sheet referred in FIR no. 283.

I Perm Paul Kinra aged 65 years r/o 650/28 subhash Nagar Rohtak wishes to stat as under:
1. We took admission in LLB in 2013 in OPJS university Churu through its Chairman Joginder Dalal of Rohtak with a discount in fee of 50% as committed by Joginder Dalal and paid the university fee time to time obtaining loan from the bank and passed out in First Division in all the 3 years as per the photo copies of my mark sheets attached for all 3 years from[protected]. 2. On 14/09/2016 when I reached at the university to take my mark sheets I was told by Jitinder Yadav then the Registrar of the University I was told that we are passed in First division but he demanded 50000 more to pay only then he will give the mark sheets. As I was having no other option and paid 50000 to the university account even though the agreed fee was paid before appearing the final year exams. After receiving the money I was told that the result has not been officially declared and asked me to come again.
3. One Other LLB student Mr. Jai Singh Malik was also Present with me on 14.09.2016 and he can be witness in this matter and now he is practicing as an Advocate in Kurukshetra since 2016.
4. As Mr. Jitinder Yadav refused to give me the mark sheet there was a small fight between me and Jitender Yadav and he told that he has sold the marksheets to someone else for Rs. 300000.
5. From there I came to know that university is selling the instant degrees for very higher rates to the fake students as against the registered students. The genuine students are still suffering and till date not been given the degrees to all of them and still being sold with colobration with UGC and other affiliated agencies.
6. In the evening I came back from the university and met Mr. Joginder Dalal at his residence at Rohtak and reported all the matter which was acutely being played under his control and guidance.
7. On 15.09.2016 I have filed an RTI demanding the copies of our answer sheets but till date not replied by the university.
8. When my RTI letter reached at University, Joginder Dalal Came to my Home along with Mr. Sandeep Chahal (His Co-coordinator and business partner) and not only threat to kill me and my family and also said that If in future I will write any letter he will make put my both the boys under rape case as he is having many girlfriends (Sahaliya) This has been mentioned in my complaint to SSP Rohtak as well as Bar Council of India dt. 24.09.2016. 9. As there was some action from the bar council or from the police, Joginder Dalal sent Mr Sandeep Chahal as a mediator to withdraw my complaint and he will hand over our mark sheets and also put a condition that I have to give an apology letter.
10. That time I was not aware that Sandeep Chahal is also his coordinator in OPJS university and also registered a firm in Rohtak named as OK Education sol pvt ltd. Vide tin No. in which Sarita Kawatsara and Sandeep Chahal are the director on dt. And this firm was active till 2020 as per anx. 4
11. Apart from OPJS university churu having their registered office at 133 Ram Gopal Colony Rohtak
Joginder Dalal has Registered many companies mostly in 2013 to 2021 with a starting with the name OK with Co-Director as Sarita Kawatsara on the address of 133 Ram Gopal Colony Rohtak and One Company on the name of OK life Care has also been Registered in London before his arrest (Joginder Dalal) in 2020 in ST/SC Scam by vigilance department. 12. Sandeep Chahal his wife Jyoti Chahal and Jitender Yadav called me and told that the mark sheets has been sent to Sandeep Chahal and I can collect the same from him. The call recording along with their typed version has been submitted to the Model town Police chowky as well as to Mr. Amit Kumar ASI civil Line in which Sandeep Chahal is asking me to collect the mark sheets received from the university. 13. On 6.12.2016 Sandeep Chahal mailed to me and forward an apology letter and asked me to sign this and get our mark sheets. That apology letter was sent by Sandeed Chahal Anx. 7
14. Various calls has been made by Sandeep Chahal his wife Jyoti Chahal and Jitinder Yadav asking me to collect the mark sheets to Sandeep Chahal between 6/12/2016 to 10/12/2016.
15. On 9.12.2016 when I received a call from Sandeep Chahal in which he told that he has received the Mark sheets and I can collect the same from his residence at Sector 3 Rohtak but on my request to show me the mark sheets, He mailed the mark sheets at my email from his mail to my mail on 9.12.2016 in which we are passed the LLB exams in first division in all the 3 years. 16. On 10.12.2016 I reached at Sandeep Chahal residence but Joginder Dalal was also Present and he has shown and given all the documents to see and told that he will only hand over the documents provided that I will signed the apology letter sent to me at my mail on 6.12.2016. But the contents in the apology letter were not my words so I refused to sign the apology letter. Then he not only snatched all the documents and caught my collar and tried to hit me but Sandeep Chahal stopped him to do so and ask us to go back that time. We came back under the threatened condition.
17. As now I was having the mark sheets and the copy of the apology letter forwarded by Sandeep Chahal mail So I have made a complaint to Model town chowky on 11.12.2016 but I was not only being threatened by ASI Amar Kataria to withdraw the complaint and the chowky in charge did not took any action and the matter was reported to SSP Rohtak but all vain and then a case was filed in dist court Rohtak vide No. 448/2016 dt. 20.12.2016
18. During the past 6 years I have written many letters demanding my mark sheets to all the higher authorities and also reported the matter of ASI Amar Kataria but all vain and as against my various letters an FIR no.283 was registered against Joginder dalal and I.O. was Amit Kumar who was as similar to ASI Amar Kataria and then an SIT team was made to look after the matter of my complaint and FIR No. 283 under the supervision of Madam Shushila Devi and on 6.01.2020 I, Joginder Dalal, Sarita Kawatsara, Jitinder Yadav were called under a notice and asked us to appear before DSP Shushila Devi on. 6.1.2020.
19. The behavior of DSP Madam Sushila Devi and ASI Amit Kumar were not justifiable as some documents of our answer sheets of final year was present before her by Joginder Dalal, Sarita Kawatsara and Jitinder Yadav showing me fail in the examination but when I objected that these are not my answer sheets showing and explaining the reason and it was very much clear to DSP Shushila Devi that these documents can made them accused so she might have suggested Sarita Kawatsara to lodge an FIR against me and So, the FIR No. 2 was registered by a lady to whom I have never met in my Life giving the reference of one what’s app call or a phone call. 20. As till date Madam Sarita Kawatsara has never been appear before the court to give her statement in the matter and police has also nothing to investigate only one or two calls asking my mark sheets and no call is over 1 minute.
21. This FIR has been made just to harrash me by the police and I have written many letters to the higher authorities in this regard and also enclosing the replied against my RTI filed against Model Town Chowky, Civil Line P.S, and DSP Shushila devi demanding the CCTV footage of 6.01.2020 when we were called by DSP Madam and the answer sheets of my Final Year was submitted to DSP Madam on 6.01.2020.
22. DSP Shushila Devi must be aware that 10 more criminal FIR has been Lodged against this group and the details of the FIR received thought RTI is being enclosed. If our police would have made the fare investigation against my complaint in 2016 the 10 FIR and various other criminal activities are being done would have been stopped and the life of thousands of students might be saved.
23. I am enclosing here with some of news cuttings of their criminal activities. Anx 10
24. Till date the documents the answer sheets and mark sheet of our result submitted before DSP Madam on 6.01.2020 has not been submitted before the court even after demanding the same under RTI. If that documents will be available the matter of FIR No. 2 as well as will be cleared on the spot without any further investigation.
25. No accused has been appeared before the court /arrested or called by the court since over 6 years under case No 448/2016 and further merged with FIR no 283.
26. Mr Joginder Dalal will say that he has resign from the university is also wrong as in 2021 he has given the Doctorate degree to Amisha Patel (Film Actress) on which capacity.
27. Providing doctorate degree also shows that he can manipulate anything in the university as he the sole owner of the university and can manipulate anything in the university.
28. As on 29.12.2019 he made a fire in one room in the university burning some waste papers and lodged an report the all university record has burnt.
29. Mostly 90 % of the private universities are providing UGC approved degrees to the fake students but university like OPJS churu can enroll 1000 students in a course as against 60 seats and you can think that what is happening to the remaining 940 students.
It is therefore prayed that before taking any decision statement of all the accused and the complainant must be made before the court under FIR no. 2 as well as 283 and if the Hon’ble court feel that the Police has not made the fare investigation then all the accused’s and the complainants must present before the court on every date without any accuse.
2. It is also Prayed that has since already almost 10 years has been wasted since I took admission in LLB in 2013 I request the Hon’ble court to make an order to issue me the mark sheets sent by Sandeep chahal mail enable me to enroll myself for my survival as I am already 65 years old and want to fight for justice as an advocate against corruption.
