Rajasthan Government — Facility for educated people

I'm a resident of Sadul Shahar, Distt- Sri Ganganagar 335062. And I'm pissed of this e-mitra business.
Why should I go to e-mitra centre for paying electricity bills, water bills, OBC/SC/ST certificates etc ?
The government can provide online portals for people so that we can do these things from home. At least paying for bills and applications for various certificates can be done from home.
The people who are running e-mitra centres here are mostly #####s and it becomes very difficult to deal with them.
I personally feel that if online portals are made available then most of the educated people can apply for various certificates, pay bills from home.
And other procedures like verification of the filled details can be done later and certificates can be collected from some Govt. office such as SDM's office and receipts can be received through e-mails.
Please look into the matter and provide some facility for educated people.
