Regional Transport Office — Non transfer of vehicle from chennai to Akola

I have transfer my vehicle from Chennai to Akola regional transport office in August 2020 for that I have paid Rs 8986 fees for the transfer the vehicle later on several time I visited to RTO OFFICE but every time I came empty hand from RTO OFFICE and I got answers conern person not available visit again. It seems to complete 2 years in Aug 2022 but time the neighter the vehicle transfer nor any status provide by the office.

I am very thankful if any on help in this regards
