Reliance Commu — mobile number porting

Hi i have been trying to port out of reliance communication for the past 2 months now and am being refused under the pretext
"this number already exist in the system"
They are about to shut down services end december and i will now lose the number i was carrying for the past 13 years.
They have rs5000 of mine as iroam deposit which i feel could be the issue for them not to allow port out.

Can someone help to port out
