Reserve Bank Of India [RBI] — Complaint against Axis bank credit card

My name is soyinka singh and i was the client of axis bank in the year 2012 and hold a salary account in your noida branch but than i closed my account from your bank as i left that job.
But now i came to know that axis bank has issued one credit card on my behalf to some person which i am not aware of. Even i am shocked to know this that without my concern how could axis bank has issued credit card and also handover it to some random person.
Now my cibil is ruined because of this. No bank is giving me loan because they are telling me that you (Axis bank) people has write off that credit card (Which i am still not aware). So being a customer of this bank i wanted to know how could they issued that card without my permission and if you have issued it than how could you deliver it without giving me any prior call or email.
And also i got a mail from axis bank people where they are telling me to pay rs 10730 to cibil department so that they will delete axis bank credit card problem from cibil. I wanted to know why will i pay it was axis bank mistake and now it is axis bank who has to pay to cibil and they are not even sending me noc for that.
I wanted to take action against it.
