Reserve Bank Of India [RBI] — European union grant

Respected sir,
I got an email in the name of reserve bank of india that i won rs 3, 700000. the email also says that the the deposit to my accont was stopped by cbi for the lack of clearence certificate. the office id claimed is as follows
Office of the reserve bank of india
6, sansand marg, (r. b. i) building.
Pb no 123. new delhi
And the transaction reference number is quoted in the mail is reference transaction number: (trn-chnb[protected]cnl).
Please tell me is this is fake mail. information enclosed is relevant or not
