Reserve Bank Of India [RBI] — i am complaining about kcc loan not provided by sbi

Sir i have applied for kcc in state bank of india branch paroo muzaffarpur. They have been submitted my documents but they did not replied me or update me about my loan. When i told them to return my documents they said once you submitted your documents it will be the property of bank and it cannot be returned. I am tierd with this situation. If government doesn't want to provide us loan why they and you says take lon easily.
The person who gave 10% commission in this branch they get loan quickly.
What should i do..??
