Reserve Bank Of India [RBI] — Wrong Deduction from SBI account for credit card

As per SBI, they took all details for providing Credit card.
I requested many times and connect to branch. I didn't get credit card but they deduct approx. 600 rs from account.
I raised a complaint but there is no one who cares.
Please take a look to the issue.
