Royal Realtors India — not refunding the token amount even after 4 years of delay in the project

I had booked a flat in Royal shagun, asangaon project on 12/3/2015, which was supposed to start during October 2015. Builder was committed to complete the project within 4 to 5 years at the time of booking. He was taken a token amount of Rs. 11000/- at the time of booking in the form of cheque. I was continuously following with the developer's sales representative Mr. Keval Gala for the updation of the project but he was always telling one or other reason for the delay in the project start-up like NOC from fire safety department and FSI issues. Finally when even after 3 years the project has not started up, I have took a call to cancel the booking and same has been conveyed to the sales representative in Feb 2018 because the project was not started at all in 2018 as well. Mr. Keval accepted the reason and took a written application for the cancellation. I have also communicated to their back office account department in written mail communication but from the date of application this people are just giving the postponing dates for refunding the amount. From the last three days they are not at all responding to the call and messages. I have also dropped a mail regarding this issue to the same email id but doesn't got a single reply from the authorities. Finally I have took a call to register a legal complaints against this fraudulent to recover my money. Please help me out as I am in need of money and during this situation as well this people are not at all responding to the call
