Rto Bangalore — non receipt of renewed dl even after 2 months

Iam 83 years old retired army officer. I had submitted application form to the rto office on 4th sept. 2019.
Till date i have not recd my licence. Repeatedly called various numbers in that office, in vain.
When i checked parivahan website, my licence has been renewed from 1st october, 2019 to 2024.
I am unable to drive even to go to the hospital to collect my medicines! In today’s digital world, this is shameful - please help.
