Rto Beltala Kolkata — Smart card not issued for my bike

The rto beltala in kolkata is number 1 in corruption and inefficiency. After my transfer to kolkata, i applied for change of address for my bike in august 2013. Earlier, i had paid life time tax in july 2013 itself. However, i am yet to receive my smart card. Upon repeated enquiries, both the transport officers as well as the local agent involved say that the file has become untraceable. Neither they are able to find the file nor they have any alternative method of issuing new smart card (Such as based on xerox copies of papers) in case the file containing original papers is lost.

Now i am stuck-up as my original rc was in the "lost" file. I cannot sell my bike and though i use it with the tax token receipt with me, at times it becomes difficult to convince the traffic police about my problem. I have even met the joint director in this regard, but in vain. It has been 3 years but i have not yet received new smart card.

Please help me/suggest a solution to tackle this problem.
