RTO — Bike number not received even after 3 weeks

Hi Team, Its been 3 weeks after i have got delivery of my bike but still i have not received my bike's number. When enquired at RTO, there was no clear response whether that's due to incomplete documents or their own negligence. The Bike dealer also confirmed that i had submitted all valid documents.
