RTO India — <50 cc license registered but they won't allow me to get license

I wanted to take a driver's license for my sister (The two-wheeler license to drive under 50cc vehicles). She is 16 + years old now, which is the requirement. I paid the 300rs fees to book a slot but the lady at the help desk did not allow her to take the license saying it is not accepted now. I demand to get a refund now because the website allowed me to pay the fees which is not correct on the govt's behalf. I checked on the website but since my slot has passed, i am unable to get my money back. Where did the rule come from, that i cannot book a license with proper eligibility? I myself took this license when i was 16years old. I expect you to either give my sister a license, or give me a refund for my money.
