RTO India — applied for duplicate dl in april 2019 and still haven't received.

I wrote to [protected]@gov.in in april looking for help to apply for duplicate dl online.

I applied for a duplicate dl on april 22nd, 2019 using the path shared by [protected]@gov.in.

I was also charged a fee of ₹270 for same.
A screenshot of my application along with payment proof is attached below.

Its been 4 months and i still haven't received the dl.
