RTO India — Approval of learners licence pending by Rto pulwama jammu and kashmir.

Sir as i have earlier mentioned in a complaint that i have passed exam of learners liecence on 26march and complete all document verification. From 26th march i have visited 7times the Office of Rto pulwama by nothing happens. Please tell me what is my fault why they have not approved it.why it shows download pending.
