RTO India — auto rickshaw not using the meter in mumbai

Address:505, Gladioli Apartments, Versova, Andheri West, Mumbai City, Maharashtra, 400061

I just got off at the international airport and got into an auto standing in the queue. After he took off he said the meter is not working and i had to pay whatever i thought was right. This is absolutely not acceptable.
Kindly revert to me regarding the action taken
The auto rickshaw number is mh 03 cg 3631
This happened at 10:30 on 28/03/19.

My temporary registration was issues on 27 February. And i am atill waiting to receive RC. I purchased a scooty from faridabad and has to be registered in delhi. All the formalities has been done by dealer but delayed from Registration authority side.
