RTO India — BH series Number plate is not being provided for private employees

Dear sir/mam,
I am a employee from a private sector working in a construction company in Bangalore. After the Indian Govt announced BH series, it was a delight for common people like me travelling from one state to another for our daily bread.
But two or three states have implemented this yet, and in Karnataka the registration of BH series number plate is being done only for central govt employees. I want to know why the common man is not allowed this registration when it is clearly mentioned in the PARIWAHAN SEWA website the criteria and why only central govt employees are provided when they already benefit from all the schemes of the government.
I am a common man with not enough earnings, kindly help me to purchase a bike with BH registration in Karnataka as i am currently residing in Karnataka.
